I decided it would make a great strapless top, one with all the ruffled layers. I cut the bottom off at a length that would allow for the rest of the skirt to cover appropriately as a top.
I gathered the piece with the embroidery to the width of the skirt with the elastic stretched. I attached it right below the elasticized waistband. I stitched the right sides together so the top layer would hide the stitches and get some extra lift when folded over.
I had to hem the new bottom edge and I thought it looked too boring with the embroidery on the ruffle. I decided to try and recreate similar machine stitched decorative rows on the bottom layer just using the designs on my machine.
I think it came out pretty good.
The pull tie that was at the waistband helps to make sure there are no fashion faux pas by the wearer. It can also be tied up at the back of the neck.
