This dress was a smidge too large, but I didn't feel like just taking it in.
Honestly, I prefer pants/shorts to dresses/skirts most days. I thought I might get more wear out of this as a top instead. So I chopped off the length, took in the sides, and rehemmed my raw edges. A super simple switcheroo, and in no time at all I've got a new cami with just a hint of peplum.

And if you really, really, really wanted, you could take the bottom bit you cut off and turn that into a skirt and kinda sorta get the dress back, though it would be a tad shorter than the original.

I was actually thinking the same thing when I chopped it off! It's sitting in my leftover pile right now, so we'll see when I get back to it. :)
You could always get some extra length by adding a different fabric waistband, which would get itself hidden by the peplum bit.
I'm looking at a similar solution for a summer dress in the refashion box that I WAS going to harvest into something entirely different, but your take has given me pause for thought.
