I cut off the elasticised waist.
Narrowed the waist area.
Sewed the inner and outer pieces back together, and made two darts at the upper back to gather the excess fabric.
Sewed the waistband on as straps.
The inner skirt is just long enough to cover my behind, so it is not a dress for every occasion ;). To me it screams beach dress.

Oh I really like that. You could add some lace or something to the lining to make it more wearable.
