skirt to scrunched blouse

I don't have a before picture, but it was a basic really large, semi-maxi skirt made from a gorgeous paisley skirt. I have a thing for paisleys. Badly. I don't understand it.
I used a pattern to convert the skirt, which I didn't have enough to cut the cords on the bias, but I made it work!!!
